Artistic Milotic

I doodled this randomly for an art contest I hope to host on Magistream. It's going to be a Pokemon art contest but I didn't want to be predictable and draw a Smeargle. Plus I love Milotic. Such a beautiful Pokemon.

Also I tried something a little different with the shading. How the heck are people getting the smooth blurred shading on SAI? Not with the smudge or blur tool but with the watercolor brush or something. I can't find it.
